Health Councils’ Instrumental and Critical Function:

Informing NMDOH SHIP

County and Tribal Health Councils have a critical function in improving health outcomes across our communities. Health Councils are the trusted local community health hubs and serve as the primary local vehicle for:

  • public health education - prevention - intervention programming, information sharing, engaging hard to reach populations (such as rural, Tribal, and border communities);

  • engaging community members and public health partners/ organizations in community health assessment (CHA), community health improvement process (CHIP) and implementation;

  • data collection, analysis, and prioritization;

  • ensuring culturally relevant and community-based engagement practices;

  • completing and implementing Community Health Improvement Plans (CHIP) which address local health priorities and informs the State Health Improvement Plan (SHIP);

  • supporting NMDOH in meeting the state's National Public Health Accreditation Standards.

HEALTH COUNCIL STATEWIDE EFFORT

The New Mexico State Health Improvement Plan (SHIP) statute sets the framework to address social determinants of health and promote health equity. The SHIP statute is intended to:

  • Provide leadership, direction, and oversight for the development of a statewide approach to engaging public health system partners in addressing the health of a state's population efficiently and effectively.

  • Enhances the states capacity to address and monitor priority health issues impacting their populations.

NM SHIP and County & Tribal Health Councils

New Mexico's SHIP development reinforces the role County and Tribal Health Councils play in the Public Health Accreditation Board standards and measures, public health collaboration, organizational and state agency accountability, and emphasizes engagement, community buy-in, quality improvement, data driven planning, and transparency.

Beginning March 2022, 39 county and tribal health councils engaged in a 12-month process of local- level community health improvement planning with the support and technical assistance from the New Mexico Alliance of Health Councils and regional New Mexico Department of Health staff. County and tribal health council CHIP priorities will inform the NM SHIP process.

Tribal and County Dashboards

In partnership with New Mexico Collaborative Community Data Collaborative, a program of the Center for Health Innovation, county and tribal health councils have dashboards reporting statistical data on health indicators and outcomes.
